Experts at conning Home Owners Associations out of significant money by locking HOA boards to horrible reconstructon contracts and than not informing owners that this company is a really a commissioned sales organization to trick owners into voting YES on huge special assessments. If this company appears in your HOA they probably already tricked your HOA board into a contract that will cost you at least $200K. If they trick your owners into voting for a special assessment, Bison will take 10% to 15% off the top of that amount.They do this all the time and quite practiced at scaring owners into voting for over designed, over priced and unmaintainable repairs and reconstruction. BEWARE BEWARE BEWARE.If they appear in your HOA. you can minimize the damage by never voting for any Special Assessment that they present as necessary. While your complex may need repair, Bison will inflate the costs by 5x to 12x before they are done. So always inform other owners and vote NO. You can do a lot better with a real "construction manager" who does not have the conflict of interest of getting a percentage of the entire project. Which they define as the most expensive possible.

The Association then sought the assistance of Mr. Michael Hirsch of AppliedMaterials and Engineering In Oakland, a well-recognized local constructionconsultant. Mr. Hirsch made a detailed study of the construction documents and ofRespondents' work on-site, and issued a written report finding that the work of bothBison and G.B. Group was done below the applicable standard of care. Mr. Hirschassisted the Association to obtain a bid from a reputable contractor for the requiredcorrective work. The bid was for a significant amount, in excess of $3,000,000. As aresult, the Association initiated an arbitration against the Respondents. By thearbitration proceeding, the Association is seeking funds to remedy the defective workPage 2Emery Bay Village HOA4/8/2008Page 2and legal fees.Prior to initiating the request for arbitration, the Association, through legalcounsel, had contacted Bison and G.B. Group in writing to inform them of theproblems and to request negotiation or mediation. Bison responded by blaming theBoard of Directors for all of the problems; Mr. Hirsch's findings were that Bison'sposition in this regard was unjustified. G.B. Group did not respond to the letter at all.Arbitration is a private proceeding. An arbitrator is appointed to conducthearings, listen to testimony, review documentary evidence, and make a bindingaward. The arbitrator's award can be converted into a judgment through a summarypetition to Superior Court. Arbitration is usually considerably faster than formallitigation, because the parties don't have to wait for a courtroom and a judge tobecome available. The parties can select an arbitrator who is an architect or who hasother technical expertise in the construction industry, and who may, therefore, bebetter able to understand the technical issues of the case than a judge or a jurycould.The Association's claims have not yet been proven, and we expect Bison andG.B. Draeger Construction is heavily involved in HOA construction and reconstruction, working closely with HOA Property Managers. We understand he has pitched his work all around Northern California. He has worked in Contra Costa County, Bay Point, Concord, Walnut Creek, Alameda County, San Mateo County.
Does anyone have experience dealing Draeger or any employee? We'd like to know good references or bad references for what Draeger provides.
Sometimes the construction results in huge special assessments to homeowners in a condominium or townhome development. Does Draeger come in as quoted or are there cost overruns?
Some HOAs are having $50,000 per unit special assessments all throughout the Bay Area in California, San Francisco, Oakland, Martinez, Redwood City, San Mateo, Burlingame.

Searching for references on I.W. Bison or Brian Smith
Do you live in a Homeowners Association that is going through a special assessment project?
Brian Smith of IW Bison is a construction project manager in California. We understand he has pitched his work all around Northern California. He has worked in Contra Costa County, Alameda County, San Mateo County. Does anyone have experience dealing with Brian Smith, Roxanne Smith or any other employee of IW Bison, or hired IW Bison for consulting work?
We'd like to know good references or bad references for what IW Bison does.
